Then again, a proportionately larger very important pressure is required to raise working males, and to help them raise themselves, out of the varied evils, temptations, and hindrances—social, physical, and moral—which now oppress them, than is needed merely to provide certain easy needs, already felt and recognized by persons perfectly in a position and prepared to assist themselves. Probably the Clubs of the higher courses might but find that they’ve an essential lesson to study from those of working men. First,—In relation to the government and sensible conduct of Working Men’s Clubs and Institutes.

Where there’s organic concord and connexion between the constituent elements, this principle, to which all questions not of mere expediency ought to be referred as to a ruler and decide, can be discovered to originate within the elementary concept. You are not to do that which will best promote those objects according to the views of particular individuals or sections of the Club-members, but must remember that it is a fellowship formed for mutual benefit, and that there must, therefore, be mutual concession to promote the common good. Have the largest amount of agencies and appliances for recreation, education, and social advancement that can be obtained by common consent and the constitution of your Club, but do nothing that would destroy that harmony of aim and of feeling, that balance of effort and condition, which is requisite for complete culture and associated life.”
Second,—In relation to the upkeep and usefulness of the Membership.
Here the elemental concept of a Membership clearly calls for the appliance of the precept of CO-OPERATION, which we take to be that of united contributions for proportionate income—however, in this case, income for others, and not for oneself alone. Cash, time, power, schooling, talent, and talent, must all be brought to take care of the existence and develop the usefulness of a Membership. No one should belong to it merely for the great he himself is to get out of it, but in addition for the great he is to convey into it. However, care must be taken that all, in proportion to his contributions, no matter they could be, and to his capacity for receiving, ought to be benefited by being a member of the Membership to the utmost of its functionality for good. All types of businesses will thus be brought into operation; on the one hand, to obtain for the Membership from all courses basic sympathy and assist; on the other, to make it self-supporting; but, in any case, to provide it the widest usefulness and probably the most everlasting existence.
If, in conclusion, it’s objected that we now have made the maintenance and management of these Clubs too difficult and troublesome to safe their environment friendly operation, and have set the goal and which means of them far too high to obtain for them basic help, we answer—[page 51] First,—That the perfect means for attaining any finish are those which, whether or not difficult or simple, develop organically out of the elemental conception of the enterprise, institution, or machine, and which, subsequently, are in concord with its elements and adapted to its objects.
Second,—That Working Men’s Clubs and Institutes, in our judgment, have to be reminiscent of we’ve described, or they may ere lengthy be nothing in any respect; that if they’ve merely a body and not using a soul, they will haven’t any enduring life, and are as certain to die as any of Owen’s or Fourier’s Phalanxes; but if they have life they may inevitably grow; and then in time they may grow to be what, perhaps we rightly shrink from imagining them in their earlier levels.
Third,—That if loftiness of goal, or difficulties of execution, will preclude any essential enterprise from acquiring the sympathy and help either of the upper or of the working courses of this kingdom, we’ve totally misread the history of our nation, and misjudged our nationwide character.
